Following are the principal points of the reply received from the Vice-Minister for Foreign Affairs to a communication which we addressed to him recording results of the meeting of December 14th.

2. Preamble. The Chinese Government accepts the text of our original draft.

3. Article 6. The Chinese Government remains of the opinion that the question of treatment of each other's nationals in matters relating to "carrying on of commerce" should be more properly dealt with in the subsequent commercial treaty.

40 Pilots. The Ministry of Finance will instruct Customs to employ adequate number of qualified pilots irrespective of nationality and all Chargé des Affaires referred to will be unofficially so informed.

5. Inland Navigation and Coast Trade. It is hoped that 5 revised draft, (see my telegram No. 1679) which was submitted

in order to meet as far as possible the views of the British Government, will be acceptable.

6. It is suggested that since the Irrawaddy is an international river over which the upper riparian state enjoys a right of access to the sea. Burmese right of navigation thereon is not a special right but a common right based on general international practice. It is hoped that we will submit our observations on this view.
